How to Scope an I&C Documentation RFQ

A practical checklist for project managers preparing a defined subcontract package for instrumentation and electrical engineering documentation.

Engineering procurement guide / updated 15 Oct 2026

Start with a document register, not a job title.

For a package such as an I/O list revision, loop diagram set or terminal schedule, the clearest first RFQ includes a document list, equipment boundary and accepted source files. You should state whether the contractor is recreating, reviewing, validating or issuing for construction.

Inputs that materially alter effort

  • Number of unique items and amount of repetition.
  • Quality and consistency of source drawings, instrument lists and tag conventions.
  • Existing project standards, revision and naming requirements.
  • Required traceability: design assumptions, comments, client approvals and QA.
  • Whether licensed local approval, safety validation or certification is involved.

Acceptance checklist

The RFQ should name the required formats (for example, native CAD/XLSX/PDF), revision rounds, cross-reference coverage, responsibility for checking source data, exclusions, and document sign-off authority.

Why a rough online budget has wide error bars

A quantity multiplied by a unit engineering-hour allowance is a starting point only. A brownfield site without accurate as-built drawings is fundamentally different from a new OEM skid with consistent master data. Always quote the calculation inputs alongside the estimate.

This article describes scoping practice, not a substitute for project-specific legal or engineering compliance review.
